I've check the Welcome to Victory Neighborhood [Minneapolis] and it states Newton Ave as the eastern boundary,but then I checked the Folwell neighborhood website and it states Penn Ave as the western boundary. Which one is correct?

Newton around 44th, Penn around Dowling. It changes around the cemetary

Nick is right- north of Crystal Lake Cemetary it's Newton(going up to the railroad tracks as a northen boundary), west of the cemetary it's Penn Ave N (southern boundary is Dowling). The western boundary is Xerxes but includes all of Ryan Lake in the NW corner.
