Thanks everyone for all the informations and advices.
We are now convinced that we will need a car. We will look for apartment in inver grove height mostly close to Rochester city bus stop, and my husband will drive to Woodbury. I can spend the hours of bus commute to Rochester in reading, relaxing, or work through laptop, instead of being anxious and tired during driving 3 hours every day. We can try that the 1st few months and see how it goes.
Don't you think this is the best solution?.

In the end only you can determine your tolerance for long commute times. It sounds like a pretty good compromise. Because I lived on the other side of the city an east side poster will have to fill you in on the best routes your husband might take to get from IGH to Maplewood. Good luck.

It really is a matter of which of you wants to spend more time on the road - either driving or in a bus - or if you want to split the difference.

One car is necessary for sure. But likely two, even with the commuter bus option. Outside St. Paul and Minneapolis proper, the bus service drops off. What exists is really geared toward getting people in and out of St. Paul and Minneapolis, not suburb to suburb so much. It really is a car culture (for now) in the suburbs.

Do you have an idea if both Rochester and Woodbury positions are both long-term for you? There is work toward light rail between Rochester and the Twin Cities, but it would be years down the road if it happens (Rochester-Twin Cities Passenger Rail Corridor Investment Plan - Tier 1 EIS). Or if you end up looking to somewhat split the difference, perhaps Northfield is an option. Wonderful small city with two colleges, not a suburb (so it has its own downtown and services ... not just a bedroom community for people driving into the Twin Cities, though there are those folks as well).

If you end up living in IGH, there are many routes for your husband to get into Woodbury. If his job is in the western part of Woodbury, say near 494 or along Radio Drive, all the better.

You may want to explore the option of Northfield which is a beautiful small city about 30 minutes North of Rochester and about an hour from Woodbury. Schools are considered very good. Another place to think about is Farmington. Any bus coming from Rochester to Inver Grove will likely have stops in Farmington and that would be an okay commute to Woodbury too.
Ultimately, it's tough without driving on the highways. Farmington Schools are really nice, smaller than other area Metro schools but with a really good reputation.

How long is your training expected to last?

If you must work in Rochester I would seriously look at Cannon Falls as a happy medium.

Given the choice between ~1.5 hour one-way driving, and ~2 hour commuting by bus (provided that it takes you directly to Mayo, and you have a ride to/from the bus station in IGH), I'd definitely take the latter.
