They put huge money into Downtown L.A, Houston, Atlanta, Dallas and Phoenix in the 80's and 90's and look what happened to them. They died, still.

Can you at least answer the question as to if you've ever been to Minneapolis?

Of course, I was recently in Minneapolis. They tore up Nicollet Mall and lots of businesses closed there. They talked about it on their local news. Are you guys in denial?

Come and take a look at your downtown: Block E a failure and Nicollet Mall shopping tanked, too. Downtown has an identity crisis. The football stadium will probably not do much for downtown east since it only host 10 games a year. The development around it may help somewhat in the next few years. Right now, the downtown core is in trouble despite investments in high rise apartments/hotels and several office projects.

Block E has been redeveloped. You keep citing retail. I don't think Downtown Minneapolis is meant to be the center of retail- at least in the last 30 years. Sure, retail is growing in the North Loop and Uptown, but with Amazon, I would say in the next 5-10 years, there won't be much in the way of retail in any Downtown area outside of Manhattan and maybe Chicago, not to mention suburban malls becoming empty. You will have convenience things, like your grocery stores (which are growing in number Downtown), walgreens, city Target etc. Downtown has and is a place for offices, social functions, sports, and increasingly a place to live. No one goes downtown anymore to shop a department store.

Why do you spread your poison in every city-data thread you enter? Worry about your own locale.
