I live in AV, near the Rosemount border and can attest that the cities and schools are great. Rosemount has worse highway access and fewer amenities, but I can recommend both. I'm sure new Brighton is fine, however I can't speak to it.

All D196 schools are great (Eagan/AV/Rosemount), but I'm going to nitpick just to give some guidance. While eastview HS is equally rated with Rosemount HS, eastview is the newest of the bunch, and thus has a nicer feel. I've heard that Rosemount has had explosive growth and has expansion plans in the works. In my view, D196 has the best value school. By this I mean you could potentially get a better school by a hair, but you'd also pay 50-100% more for the same house.
I'll echo these comments on District 196 schools. There are actually 4 high schools in the school district.
- Eastview is in Apple Valley, and an excellent school. Family income tends to be higher, so it's a dressier school with more pressure for brand-name stuff (clothes, backpacks, etc).
- Rosemount is also an excellent school. Definitely a more relaxed vibe for students than Eastview, at least around the name-brand/dressing up stuff.
- Eagan High is good, and a great city you should consider for living.
- Apple Valley High is older and probably trending downward.

My daughters recently graduated from Rosemount, but had a lot of friends at Eastview, so my comments come their first-hand experience. The last three all offer excellent academics, with many AP and college-credit classes if your student wants them. Many electives offerings as well, since they are all around 2000 students per school (9-12).

Also, Apple Valley is a great city for living, and if you stick to the east side, you can find homes either in the Eastview or Rosemount boundaries. The city of Rosemount is great too, but a little smaller and further from freeway access.
