Uptown, for example, with destination restaurants and lakes draws a lot of people from the surrounding region and from other parts of the city. If you look at a crime map of Bloomington, you'll see a huge cluster around the Mall of America. That's similar, I suspect...

I could understand malls being places with relatively hig crime rates. Shoplifting, fighting, pickpockets. Malls are places where large numbers of people congregate, so anything can happen.

34 murders. Considering Minneapolis has seen between 43-57 murders per year throughout the decade(and over 90 in 1995), this year is an improvement. What do you think the factor is this year?

I looked at past statistics for St. Paul. St. Paul has seen worse. One year St. Paul recorded 9 murders(2001). For a city of its size(over 277,000), St. Paul is certainly safer than many places its size.

There are alot of initiatives and community and neighborhood involvement that is having a positive effect but sadly I would say the lower crime rate is partially due to the foreclosures/housing market. I could be wrong though.

Over 654,000 people live in both Mpls and St. Paul combined. From 2000-2007, respectively,

Mpls: 50,43,47,46,53,47,57,47.
St.Paul: 20,9,13,20,20,24,17,14

Both cities combined: 70,52,60,66,73,71,74,64
This year up to now:47.

There are cities in the USA with smaller populations that see more murders.

To calculate that out...I get 7/1000. That is a between a fourth and a sixth of the rate in cities like Saint Louis and New Orleans.
