4th Precinct Weekly Highlights
Don't have much time to go through this this morning but one item jumped out at me--"Stick up Boy" was shot at by a party in a car. Maybe he should find a new line of work.

4TH PRECINCT HIGHLIGHTS - WEEK 568 – DECEMBER 9 – DECEMBER 15, 2008

The MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by MPD during this time. All persons are considered innocent until proven guilty in a court of law.



HOMICIDE
2222 4th STREET MONDAY 1605 HOURS 08-382346
Checking on his boarded property building owner found a body in the garage. Assistance from the fire department with lights and heat as no electricity in garage and weather was -25 wind-chill. Officers were on scene until approximately 2300 hours.

ASSAULT
4230 NEWTON TUESDAY 1440 HOURS 08-376455
School Resource Officer assaulted after breaking up a fight. Arrested was a 14 year old black female

26th & MORGAN WEDNESDAY 1622 HOURS 08-377632
17 year old black male, “Stick Up Boy” w/40 CAPRS was shot by a party in a car. Casing recovered at the scene.

3312 LYNDALE THURSDAY 2230 HOURS 08-378947
During an argument using his car a boyfriend struck his girlfriend and two parked cars. Arrested was Lawrence Saryee a 26 year old black male w/3 CAPRS

1328 IRVING FRIDAY 0218 HOURS 08-379117
While being booked at the jail on a domestic charge the arrestee spit into an officers face. Arrested was Anthony Ingram a 46 year old black male w/40 CAPRS

3735 GIRARD FRIDAY 2145 HOURS 08-379898
Domestic situation with multiple parties threatening and assaulting four parties to varying degrees. Upon arrival one suspect fled and while doing so dropped a loaded 32 caliber Winchester rifle to the ground. Arrested was Charles Darby a 46 year old black male

17th & JAMES SATURDAY 1330 HOURS 08-380574
15 & 18 year old black males shot at while in the park by one of four black males who yelled “This is YTB territory *****.”

3600 FREMONT SATURDAY 2235 HOURS 08-381114
Responding to a call officers observed the suspect who fought with and kicked an officer in the stomach as they attempted to arrest him. Arrested was John Beatty a 51 year old black male w/19 CAPRS & a 50 – 55 year old black male listed as a suspect.

SEXUAL ASSAULT
1815 QUEEN WEDNESDAY 1702 HOURS 087-377669
24 year old black female w/69 CAPRS, was walking with a known black male who forced her into a vacant house, raped her and took her jewelry.

ROBBERY
1514 OLIVER TUESDAY 0018 HOURS 08-376046
36 year old black male w/82 CAPRS robbed @ gunpoint and was able to get vehicle plate number as suspects fled. Officers went to address listed to the vehicle and arrested parties and recovered some of the loss. Arrested were juvenile male, James Mayfield & Raymount Johnson, 17, 26 & 18 year old black males w/28, 1 & 21 CAPRS – documented gang members

45TH & DUPONT TUESDAY 2230 HOURS 08-377199
37 year old male & female came to the precinct to report being robbed @ gunpoint the day prior by two 18-22 year old black males one of which sells bootlegged DVD’s.

3300 MORGAN WEDNESDAY 1550 HOURS 08-377618
15 year old black male robbed of his phone & $3 by an 18-19 year old black male who implied a knife who he can possibly ID.

52nd & BRYANT WEDNESDAY 1715 HOURS 08-377694
53 year old white male robbed of his wallet, glasses, phone and bible @ gunpoint by two 18-25 year old black males.

26TH & GIRARD WEDNESDAY 1858 HOURS 08-377785
40 year old black male robbed of his backpack by three 16-20 year old black males who implied a gun.

21st & LYNDALE WEDNESDAY 2205 HOURS 08-377979
30 year old black male flagged down officers saying two males implying a gun attempted to rob him. Officers checked area & located suspects who were ID’d. Arrested were Fernando Charon-Martinez & juvenile male, 19 & 14 years old w/7 and 17 CAPRS

11TH & LOGAN THURSDAY 0446 HOURS 08-378242
34 year old black male robbed of $45 @ gunpoint by two black males, 35-45 & 24 – 30 years old.

40th & PENN FRIDAY 1105 HOURS 08-379339
50 year old white female robbed of her purse, which officers located in front of 39XX Queen, by a 15-16 year old black male.

2435 ILION FRIDAY 1745 HOURS 08-379645
30 year old Asian female reported leaving a gym and then waking up in a snow bank outside her house and realized she’d been assaulted and robbed of her purse by an unknown person.

3435 THOMAS FRIDAY 2030 HOURS 08-379886
18 & 19 year old white females from St. Paul and St. Cloud robbed of their phone and $750.00 rent money @ gunpoint by two 18-20 year old black males who they meet @ a gas station and given a ride to.

1710 THOMAS SATURDAY 0240 HOURS 08-380249
28 year old black male robbed of $385 @ gunpoint by three 18-25 year old black males.

39th & RUSSELL SATURDAY 1049 HOURS 08-380463
75 year old white female robbed of $4.00 @ gunpoint by two 18-25 year old black males. 18 year old black male w/83 CAPRS later located in the area wearing the same clothing but unknown if involved.

3401 PENN SATURDAY 1230 HOURS 08-380538
Three 20-24 and one 25-27 year old black males entered the Braid Shop, forced victims to the floor and robbed them and the business @ gunpoint.

1510 BROADWAY SATURDAY 1326 HOURS 08-380570
21 year old male robbed of his phone & I-POD @ gunpoint by a 21 year old black male who made him take off his clothing and put it in a snow bank. Victim’s girlfriend called police reporting receiving a call from a male who threatened to shot her boyfriend if he didn’t receive the code to his I-POD. Victim later reported incident to the police.

2700 MORGAN SUNDAY 0030 HOURS 08-381254
41 & 42 year old white males robbed @ gunpoint by six 17-22 year old black males.

3346 XERXES MONDAY 1757 HOURS 08-382418
53 year old white female robbed of her purse @ gunpoint by a 20-25 year old black male w/a long barreled handgun as she got out of her car and walked to the rear of her house. Suspect who threatened to shoot the victim and fled northbound in the alley.


WEAPONS – WEEK TO DATE 3 - YEAR TO DATE 396 - OTHER PRECINCTS - 391
2501 GOLDEN VALLEY RD TUESDAY 1504 HOURS 08-376483
CRT warrant recovered ecstasy and a loaded 380 caliber pistol. Arrested were Jaheed Abdul-Malik, Alfonzo Gorman and Blossom Jackson, 33, 30 & 40 year old black males and female with 45, 0 & 40 CAPRS

3735 GIRARD FRIDAY 2145 HOURS 08-379898
See Assault case info - a loaded 32 caliber Winchester rifle. Arrested was Charles Darby a 46 year old black male


PATROL HIGHLIGHTS SUBMITTED
TUESDAY
1032 Knox – 0042 hours - 08-376059. Domestic w/Weapon call ended with an in custody death after the suspect fled on foot and tazed after fighting with several officers. 0930 hours officers return to scene and locate clothing and the rifle.

4151 Girard - 1046 hours - 08-376284. Officers flagged down and interrupted a garage burglary in progress where suspects were stealing a snow blower and fled but were caught. Arrested were juvenile male & Lance Buckingham, 16 & 19 year old black males w/11 & 35 CAPRS

WEDNESDAY
Dowling & Penn – 1245 hours - 08-376332. A sergeant using plate recognition equipment apprehended a Brooklyn Center rolling stolen. Arrested were two 16 & 15 year old black males w/6 & 7 CAPRS

3210 Bryant – 1627 hours - 08-376560. Officers respond to a domestic where the female left and upon arrival are met by uncooperative family members who refuse service so officers left. Caller calls back a few minutes later and demands officers return and when they do they observe friends/family of the female in the front about to fight family members of the male. An adult female is out of control yelling racist and profane language at the other group from the porch of the house and officers warn her repeatedly to stop. And when they attempt to arrest her she resists so officers ask for assistance and then air they are fighting so a HELP call is aired. Arrested were Estella Fleming, Melvin Hooker, Jermaine Fleming, Robert Fleming, Kevin Fleming & Gary Fleming, 46, 43, 19, 27, 24 & 18, black female and black males for Obstruct Justice and Disorderly Conduct

THURSDAY
44th & Aldrich - 0158 hours - 08-378187. Dispatch aired Columbia Heights lost a vehicle which was last seen entering Minneapolis. A short time later officers observe the car in the area of 44th & Aldrich and pull in behind but the driver flees and is pursued for a few minutes throughout the northern precinct border. The driver heads into Brooklyn Center and the squad loses it but Squad 955 then sees it NB on Hwy 252 from Hwy 694 traveling at approximately 100 mph. We terminated and State Patrol continued but again loses the suspect somewhere in Blaine.

FRIDAY
42 & Fremont to 36th & Fremont - 0113-0114 hours - 08-379083. Officers aired that they were attempting to stop a fleeing vehicle for a traffic infraction and then aired the driver abruptly pulled to the curb and exited with his hands up. No damage to squad, other vehicle, or property. Arrested was Anthony Otterson a 19 year old white male

Downtown – 0224 hours – 08-378122. While working as a response squad officers responded to a shots call near the 1st Ave Bar and observe three people near a vehicle, and one walks away while two others duck into the car and start leaning into the back seat area. Officers stop them and find a Mac-10 and a .45 handgun in the back seat. Arrested were Akhenaten Gayetey, Seville Welch & juvenile male, 28, 17 & 15 year old black males w/30, 15 & 24 CAPRS – the two juveniles are 4th Pct. Tre-Tre associates members and the adult is a well-known dope dealer. Great arrest!!

SUNDAY
Unity Hospital – Fridley 08-381686. 42 year old black male reported being stabbed on Friday but refused to give more info and was gone upon officers arrival.

30th & 4th Street - 0104-0122 hours - 08-381288. Officers tried to stop a vehicle for traffic violations however the driver fled and as he crossed over the Broadway Bridge threw out objects later determined to be weed and paraphernalia. The driver went east on University into St Paul and our sergeant authorized the pursuit to continue. U of M assisted but unable to deploy their stop sticks. St Paul assisted when the pursuit entered into their city where it continued for a short time before coming back into Minneapolis the Lake St Bridge. The suspect turned down an alley and finally lost control at 31st St & 43rd Ave S at which point a state trooper pinned the vehicle ending the pursuit. The suspect who struggled during his arrest was booked DWI. Due to the slow speeds of the pursuit our sergeant followed from a block behind in order to monitor speeds, traffic conditions, road and weather conditions. Officers in assisting squads blocked traffic at intersections as the pursuit approached as the driver slowed greatly or stopped at intersections with red lights or stop signs and signaled lane changes and turns. There was great assistance from St Paul, State Patrol and squads from other precincts that assisted to help control intersections and other traffic during the pursuit. The entire pursuit last for 18 minutes and went approximately 10 miles. The speeds for almost the entire pursuit was under 40 mph, traffic conditions were light, streets were damp with the temperature in the 30’s, there were no other accidents, injuries or damage to any squads or property. Arrested was Stephen O’Keefe a 29 year old white male

MONDAY
4601 Lyndale – 0200 hours – 08-381955. Plainclothes deputies discover fresh burglary at Rachel’s Bar and observe two suspect vehicles leave the scene and follow one into Brooklyn Center however BC is tied up on unrelated case. Several of our squads assist and it is found the ATM and a safe had been broken into and another safe was missing along with a minimum of $4,000 -5,000 dollars. Suspects known to a Ramsey County Task Force


DIRECTED PATROL
Monday –
Logan & Willow – 1859 hours - 08-375842. Traffic stop for revoked vehicle registration found the passenger not wearing a seatbelt so he was ID and found to have a GM warrant for 2nd degree DWI. Arrested were Gloria & Michael Payne, 56 and 48 year old black female and male w/3 & 40 CAPRS.

Tuesday –
3501 Fremont – 0136 hours – 08-376088. Officers made contact with a car obstructing traffic and smell a strong smell of
burnt weed and find two bags of weed and suspected ecstasy. Arrested was George Howell a 20 year old black male w/6 CAPRS

2700 Emerson – 2121 hours - 08-376797. Officers arrested a male with suspected crack cocaine after a buy. Arrested was Pernell Brown a 30 year old black male w/4 CAPRS

20 Misdemeanor arrests +

DP Areas:
• Officers continued directed patrol at 1515 Plymouth Av – 2 booked for trespassing, 08-375725
• Continued loitering enforcement 36/Penn-Queen, 22nd/Lyndale
• Curfew enforcement within robbery area (36/Fremont) – 5 juveniles tagged and transported to curfew center, 08-381215
• DP at 2007 14th Av N (witness to recent homicide)


JCAT - Mpls Juvenile Division, 4th Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.

Male @ 30XX 4th Ave. N, up. Active: Narcotics. Priors: Loiter w/Intent to Buy or Sell Narcotics, Runaway, Assault 5, Obstruct Legal Process & Curfew. Remarks on the warrant indicate that he tested positive for drugs cocaine, he’s not attending school, not following rules at home, and not in compliance w/court ordered Sentence to Serve. Officers made contact with his mom who said he’d not returned home last night and he may be with his girlfriend w/whom has a two year old child. The mom went with officers to show where the girlfriend lives, 16XX Marshall St. NE, where they located and arrested the subject.

Male @ 342XXEmerson. Active: Aggravated Robbery. Dwelling found completely vacated & no further leads to follow.

Male. Active: Flee Police on Foot. Priors: Weapons & Flee Police on Foot. The only information officers initially had was his girlfriend’s first name. Field investigations determined her last name and that her mom lives at 22XX 4th Ave. N. Officers proceeded there and encountered the mom’s uncooperative boyfriend who wouldn’t allow officers inside. Officers later conducted a telephone interview the mom who indicated that her daughter resides at an apt. bldg. near Plymouth & Humboldt which officers determined to be 12XX 12th Ave. N where they met with security and further investigated this case. Officers discovered the girlfriend lives in #XXX and has frequent disruptive visitors. Officers discovered the subject has been there in the past and that he is using an alias. Officers checked the apartment however the occupants left just prior to their arrival.

Male, Active: Aggravated Robbery. Priors: Aggravated Robbery & Curfew. Officers checked his mom’s @ 20XX Penn without success and conducted investigations and found a girlfriend @ 13XX Thomas where they proceeded and conducted interviews. Officers learned the subject sometimes attends school at Transition Plus and contacted the school but they weren’t willing to release information. Officers also checked 43XX Webber Pkwy, a 9 unit building, and interviewed tenants while trying to locate the subject. Officers had leads the subject frequently stays with a family at the address. Later officers learned he was on a city bus NB on Penn from Olson Hwy and they intercepted and stopped it at Penn & Plymouth and arrested him. Subject was unwilling to reveal where he stays when he isn’t at home.

Female @ 4XX Oliver & 19XX Stevens S, #1XX. Active: Aggravated Robbery. No contact at either of location.

Female @ Shiloh Temple - Broadway & Fremont. Active: Aggravated Robbery. Priors: Curfew, Runaway & Domestic Assault. Subject is running the streets and has no present permanent address. Officers talked with her sister who reported she doesn’t know subjects whereabouts.

Male, with a known propensity for violence, @ 7XX Penn. Active: Assault. Priors: Domestic Assault, Curfew X3 & Shoplift. He is reportedly armed with a .40 caliber pistol and Mack 11 firearm. The address is the residence of friends and subjects close friend was shot and killed at Broadway/Emerson this past summer. Open investigation.

Male @ 5XX Bryant. Active: Aggravated Robbery. Priors: Curfew. Subject’s aunt resides at the address and he is known to associate with chronic juvenile offenders cousins recently arrested at Peavy Park @ Chicago/Franklin. Open investigation.

Hennepin County Juvenile Probation Officer requested to search a church at 4300 Thomas for male who reportedly knows the pass code of the church and goes in there at night to sleep. It is also reported he has damaged and stolen money from the church. Officers search but he was GOA.

Brothers @ 56XX 80th , Brooklyn Park. #1 – Active: Aggravated Robbery .- Priors: Curfew X3, Narcotics X3, Narcotics Loitering, Damage to Property X4, Tobacco, Domestic Assault, Auto Theft, Disorderly Conduct X5, Trespass, Assault 5 X4 & Terroristic Threats. #2 – Active: Felony Terroristic Threats. Priors – Aggravated Robbery, Handgun, Arson, Runaway & Disorderly Conduct. No contact made.

Female previously sought at 4XX Oliver & 19XX Stevens turned herself in. Active: 1st Degree Aggravated Robbery X2.

Male - Active: Washington County Flee Police on Foot and information subject was recently involved in two cases where a handgun was present. Priors: Weapons & Flee Police on Foot. Officers requested to locate the subject and only initial information was he frequented the northside and had a girlfriend. Interviews lead officers to a north Minneapolis address and two Apple Valley locations. At the second address officers made contact with his aunt and learned he was inside so was arrested. Subject was physically and verbally uncooperative and very angry at being apprehended.

Male @ 318 27th . Active: Theft. Priors: Curfew X4 & Robbery of Person. Subject located & arrested.

Male @ 20XX Penn. Active: Forgery. Priors: Check Forgery, Runaway & Assault 5. Subject located & arrested

Female @ 30XX Oliver # XXX. Active: Assault 2 and Assault 3. Priors: Assault & Runaway. Officers conducted interviews which lead them to St. Thomas School t 10 10th St. Mpls were she was arrested.

Male @ 33XX Newton. Active: Gun in Public & Disorderly Conduct. Priors: BB Gun in Public and Department of Corrections warrant. Officers developed to 7XX Thomas, St. Paul where he was arrested. On several previous dates officers have sought him at 33XX Oliver, 58XX 73rd N, #20 Brooklyn Park and at one time was known to have a Blaine P.O. Box

Male @ 29XX Queen. Active: Domestic Assault by Strangulation. Priors: Domestic Assault 3, Trespass, Runaway & Disorderly Conduct. Contact made and interviews conducted. Open investigation.

Male @ 13XX 18th. Active: Felony Terroristic Threats X2. Priors: Disorderly Conduct & Terroristic Threats. Officers made contact and conducted interviews. Open investigation.

25th most dangerous city. What ever happened to my old beloved city? Ya'll are catching up with Dallas, Gary and Detroit (the traditional "bad" cities). Seriously, the above post showed more crime than I think Dallas had last week

What is RT Rybeck (sp?) doing about this? MPLS used to have an awesome gang force until he dissolved it (not that all of the crime is gang related). Usually when you have a good gang taskforce they can decrease gang and drug issues. You will not prevent all crime, but you can at least clean up the city!

83 police records at 18 years old, and still out on the street robbing senior citizens at gunpoint for $4.

Most crime in Minneapolis is juvenile crime, which is why Rybak's tackling of the problem has yielded lower crime rates (by double digits) two years running. We haven't broken 40 murders. Saying that this city is "catching up" to Detroit isn't making you sound less credible than the Morgan Quitno list. Does anyone really think that Saint Paul is more dangerous than Savannah? Don't believe everything that you read.

It's all relative. It has a lot more crime than smaller towns, certainly, but it's a fairly low-crime city compared to other US cities of comparable size. I'd guess in the lower (least crime-ridden) third.

Lets keep it that way. From what I read, Mpls in an anomaly because of the falling violent crime rate. I also know Mpls can do even better.
