What is your range? You should be able to find a 1br in Inver Grove, West St. Paul, Woodbury, etc. in the 700-800 range.

I've found a couple of things in a couple different cities but I'm still trying to figure out which city is the safest and best deal. How is the city of Roseville?

Roseville is just fine. There are a lot of nice, safe options in St Paul and its suburbs. What is your price range? The Falcon Heights area is quiet -- there are a lot of grad students in the area so it might be easier to find a decent place that has a month-to-month or 3-month lease. Although I would highly suggest you continue to look in places like Woodbury, Cottage Grove, Inver Grove Heights, Mendota Heights, etc.

which area is better- mendota heights or inver grove heights? or are they pretty much the same? both incredibly safe?

They are both safe areas. Mendota Heights might have a very slight edge because it isn't on the 494-694 loop. It will probably be a bit more expensive too. Have you looked at places in South St. Paul--NORTH of 494 though? You might be able to find something there relatively inexpensive as well. Honestly though, with the exception of a few neighborhoods, all of the towns you mentioned are safe. You will be able to tell when you go look at an apartment if the neighborhood is not good.
