Where are the parents of those 4 thugs, ages 13-17 on bicycles, who randomly beat up people on Snelling Avenue near Macalester College ?

They are probably sitting in a trailer in a scummy meth infested trailer park getting drunk and stoned while watching porn and will soon create another baby to raise as a thug.

Time for some vigilante action by a larger group of larger guys on bicycles.
Beat the living crap out of them and take their bikes. Just joking about beating them up but if you are really concerned, stake out the place where they do the deeds, video them in action and turn the video over to the media as well as the police. Don't count on the police to do jack-sheet about it though.

This story definitely came as a surprise to me. I ride my bike over there sometimes and I've never seen or heard anything like this in that area.

I lived in the area for 3 years when I was a kid (mid 80's) and there was this sort of stuff happening around there at that time - I actually had one kid run into me with his bike on purpose, had various stuff stolen (bikes, walkman, etc.), got into my fair share of fights.

But back then, like rickers pointed to, a lot of the people in the neighborhood would take care of the problem themselves rather than go to the cops. Not necessarily beating up the kids -- though I did see that a few times -- but it was more of a matter that neighbors generally knew each other, knew who the troublemakers were, and weren't afraid to go and talk to the parents of them. Or also the neighbors would keep more of an active watch and keep an eye out for each other.
