I would head up to the Duluth area. Just outside of Duluth in Carlton there is some white water rafting. That is the only place in the state that I know of, there may be more (they may be closed to-not sure). If you go north of Duluth to the Lutsen area you will find some nice hiking, etc.

If you are ok with just kayaking and really just want more of a lake vacation, Brainerd area is the place to go. Most of the small towns around there have some quaint, touristy shops (no large malls or anything like that though). It is a beautiful area of the state.

I would head up to the Brainerd Lakes Area, might not have much for white whater kayaking but has a ton of lakes to travel around and awesome small towns and scenery, especially like Nisswa and all within a reasonable drive!
