Friend isn't a weak person. Imagine if his daughters got home what dog might do. The dog has killed 5 squirrels and 5-10 rabbits this year alone, including some unique white rabbit that hopped around.
My neighbor has two pit bulls which he keeps as guard dogs locked in his house 90% of the time. I made sure I put in a nice, strong chain link fence when he moved in with those things.

He has a 6' privacy fence around his yard, so when the dogs are out they don't see anyone to bark at. But when they are in the house, the jump up on his couch and snarl out the picture window at anyone who passes by, especially if they are walking a dog, which only happens about every five minutes.

When I'm out front I can hear them banging on the glass trying to get out. I have no doubt that if these things escaped they would attack the first thing they saw, animal or human.

I'm a dog lover (all dogs), so I want to share my perspective as a possible proactive measure. In case any renter does not yet own but is thinking of getting a dog classified as a fighting breed, please read this: I own an apartment building in Minneapolis. My insurance policy prohibits several breeds of dogs...I can't remember how many breeds were on the list but it was more than 10 and pit bulls were included. I (and my tenants) have to comply with those guidelines in order for me to keep liability coverage on the property. I believe that most landlords are in this same situation. So if you don't already have a dog and rentals are in your current or future plans, you may save yourself a lot of stress and heartache if you choose a breed that insurance companies don't automatically ban.

East side of St Paul would be perfect for you. Payne Ave, E Lawson...really nice neighborhoods. Good luck.
