I have seen them for years but have never known. They are solid red with black "STOP" and a black border. (no white)
Someone must know.

No, I don't think so. It simply says stop. My assumption is it may be a safe place for kids if something wrong is going on. But that's just a guess.

Years ago they had the "helping hand" signs for kids. Safe place to get help. I have not seen the stop signs.

I think it's for the school buses. If it says "STOP" they stop and pick up the kids. If it's GREEN the parents have taken them to school or they are not going in today. I used to bus when I was little and we had these signs too.
