Maybe in 20-30 years. It doesn't look too likely for Rochester to grow too much since universal healthcare is going to kill off Rochester's main industry.

Not dense enough. West Hennepin County is very rural. I guess the next Counties to be included in the MSA would probably be Wright and SHerburne. But, both are still not dense enough. That decision would be up to the Met Council.

No, the US Office of Management and Budget defines CSAs.

I wouldn't call west Hennepin County "very rural." It's exurban/semi-rural, but nothing like most of North Dakota or Montana, which are truly rural areas.
