St. Paul should annex No. Stp, Vadnais Heights, Falcon Heights, Lauderdale, and Gem Lake though

I'd say North St Paul, Maplewood, Falcon Hghts, Lauderdale, Little Canada.

Gem Lake should be annexed by White Bear as should the rest of White Bear Township.

Well I'm just saying that it has been suggested that St Paul and Ramsey County merge and seeing that all those places are in Ramsey County, you would have to do something with them if this scenario were to happen.

Well White Bear's tried to annex Gem Lake about 5 times already and they've resisted every time to keep property taxes down and to remain independent. A big waste of money and dublication of services if you ask me.

IDK about the others.

I don't see why anybody needs to annex anything. I like all of the small cities in the Metro area, it makes it far more interesting than areas dominated by one huge city that annexed everything around it (Phoenix, San Diego, Austin).

^Again, I feel like one of the benefits is that the municipalities could work together and pool funds for things like infrastructure and schools.

They already do things like this. Tiny cities with populations of 2000 don't have their own police, fire, schools, etc. They're incorporated into adjacent larger communities.

Lauderdale and Falcon Heights share a police force with St Anthony. (Why it's not shared with Roseville I have no idea, since St Anthony is not adjacent to the two aforementioned cities.)
