I'm interested in this question too. I currently live in Seattle. You want to talk fierce traffic then you are talking Seattle.

If you are commuting within one of the cities, it's not bad. I can drive from my house in the city to my office downtown in about 15 minutes, or if the traffic is bad on the freeways, 20 minutes taking local streets. But most days I take the bus, which is 30 minutes.

Eagan to Bloomington (depending on where exactly in both cities) say Yankee Doodle Road, Eagan to Mall of America, Bloomington 5 minutes, maybe 7 minutes in the really bad traffic.

Rosemount to Eden Prairie--I have driven this in rush hour going up Cedar to 62 to 169 and it takes 30 minutes BUT since 62 is going to be under construction and 494 in that stretch is a NIGHTMARE in rush hour who knows how long it will take.

I think Seattle traffic is worse than MN. That ocean limits the number of freeways you can have. If you cope with the traffic in Seattle, you will be fine. The further out in the burbs you live, the more traffic you will fight. If you know where you are going to work, live as close as possible. Or work different hours/off shifts.
