Forbes list of Best Small Places of Business and Careers. Only 2 Minnesota cities made the list. Mankato at #25, St. Cloud at #68.

Well, technically MSP is 34th on the overall list but Mankato and St. Cloud are only 2 of the 4 towns in the state that "qualify" for the "Best Small" list, Rochester and Duluth being the other two. Places like Bloomington, Eagan, etc. are included in the "metro area" for MSP on the main list.

True but it's compairing cities accross the country, not Minnesota.

If we're talking "small towns" to do business, then to say that "only 2" made the list is a little silly. Outside the metro, there aren't that many cities that have a decent enough size/draw. Other than Mankato and St. Cloud (which will probably be completely swallowed by the metro in the future), there's Duluth and Rochester, as golfgal pointed out. Other cities just don't have the clout or they are on the border and the stronger of the two cities is out of the state (see Fargo-Moorhead, Grand Forks-East Grand Forks).
