Does anybody know when the leaves are at their best color for taking outdoor pictures?

It depends on what part of the State you're in. The colours change earlier (eg; first 2 weeks of September) up north around Duluth, where they are traditionally spectacular, but you'll also see fabulous colour along the river in the Twin Cities thro'out September and possibly into October.

You might find the MN DNR's Fall Color Report to be helpful. Or not.

The drought conditions could affect the fall colors in central and northern Minnesota this fall. September is good for fall color in the northern and central areas, and early October is good for fall color in the southeast area of Minnesota near the Mississippi River. "Bluff Country"

One of the best places in the metro area is along the St. Croix River--Stillwater area. Usually they peak there in early October but my guess is it will be early this year because of the weather. It just depends on when the nights start getting cool.
