I wasn't sure how to go about this as it was both subjective based on my opinion but including the objectives listed. So here's my fairest educated opinion!

Had no problems in:
Roseville
St. Louis Park
Black Duck
Coon Rapids
Blaine
Circle Pines
Falcon Heights

Walked around them at night in a limited fashion. Usually winter, keeps creepers away, especially blizzards. But ever since they found the dumped dead body in St. Louis park, not excited to walk around there. Then apparently Coon Rapids is far worse now than in the early 90's. Kids have gotten meaner.
