Your argument regarding speed limits is asinine. Taking away studded tires is the opposite... like saying you CAN'T drive less that 55.
"We will not allow you to use tires which are proven to be safer on ice, because it costs us too much money,."?
Instead let us salt the tarnation out of the roads so that the taxpayers can each spend an EQUAL AMOUNT of money to repair/replace their vehicles which deteriorate from said salt. NOT TO MENTION the damage to infrastructure! I mean what if a BRIDGE happened to collapse from salt damage? Oh, wait..... that was CHEAP! RIGHT? NO ONE GOT HURT, RIGHT??
The argument of cost is moot! What we DON'T spend on road repairs we spend on vehicle and infrastructure repairs! Look at the states that allow studs! Montana, Idaho, Dakotas, Wyoming, Washington, Alaska!
A vehicle can actually last 20 years there!! And still be SAFE to drive!
I personally have NO FAITH in our road maintenance to provide a safe roadway when it comes to snow and ice. I have seen too many instances where they have failed miserably and vehicles are crashed. The fact that they are so inconsistent creates a hazard in itself because people rely on clear pavement, but when the government fails to provide it, they are not prepared.
I personally have not been involved in an accident due to ice, BUT I don't feel that the state should be able to take away my right to use studded tires if I want to unless they can guarantee that the roads will be clear of ice when I need to drive on them.
It is illegal to not wear your seat belt because (as the argument goes) you could be in a collision which would cause you to be dislodged from the driver's seat and not be able to control your vehicle. Maybe all drivers should be REQUIRED to use studded tires so that I'm not injured by someone who loses control due to poor ice prevention.

We rely on our transportation department to post safe speed limits, just as we rely on them to keep the ice off of the roads. What if they had to post the speed and warning signs daily? And sometimes they failed to do it in a timely manner? That is more along the line of parallel to this issue. Because we expect them to have the roads clear, but sometimes they fail in that responsibility.

Studded tires work great on sheer ice. They're of no benefit over modern winter tires on packed or loose snow and they reduce traction compared to non-studded winter tires on cleared roads. While studless winters aren't as good as studded on sheer ice, they still work much better than all-season tires. In short, studs provide minimal benefit vs a studless winter tire compared to the damage they do to the roads.

Studded tires make no sense, because if you travel across the state line and the state you are going through does not allow studded tires, then oh well, most cars that I know of cannot carry an extra set of 4 tires to change, that is unless you have a pickup truck, then maybe.

All states (even Minnesota) allow out of state vehicles to drive with studded tires temporarily.
