Yes, both of these things are spot on, St. Cloud is much cheaper, buttttttt, it really has nothing to offer and it also doesn't really do anything better then the cities do. BUT, it is cheaper, actually kind of much cheaper, sooooooo, it has its pros and cons

Just how long is the commute from St. Cloud to TC and back during peak times? An answer for Summer and Winter would be helpful . . . .

During the summer months, Friday's after 3pm is a nightmare

Personally I would live closer to the Twin Cities and make the commute to St. Cloud, traffic wise should be a lot better but it's been awhile since I've had to go that way too.

I attended St Cloud State University for one year in 2008 and racism was NEVER an issue. I would not worry about it at all :-)
