Workforce and Infrastructure would be next.

I find it odd that Hawaii and Rhode Island are lower than Mississippi in that ranking. Apparently their infrastructure is worse than ours.

You guys are looking at this wrong, turn the metric around to read who is worst state in business, then when we get the top worst status we can jump up and down and say
WE ARE NUMBER ONE!
