It's because it was the same group, sometimes literally the same people. The southern Democrats held solid power all over the south since before the Civil War, right up until the National Democratic Party adopted the Civil Rights Act as a plank in their platform. Then a series of Republican Presidential candidates started courting the southern white vote. It started with Nixon's "Southern Strategy" and culminated with Reagan's stirring "anti welfare/pro-states' rights" speech at the Neshoba County Fair.

After Reagan, through the 80's and early 90's, it was quite common for people to vote Republican in national elections and Democratic in local elections. But the average voter couldn't handle the confusion. All the local career politicians eventually either switched parties or were defeated by newcomers who campaigned against their "Liberal Democratic Opponent".

Can't make a silk purse out of a sow's ear (to coin an old saying). I live in an agricultural part of California and it has been and will always be much, much poorer than the Bay Area or LA. Doesn't matter we have oscillated between Republican and now heavily left wing Democratic leadership in Sacramento. Some places are just going to be poor.
