I don't think that's what Versatile meant. Property owners have a duty to control invasive weeds like thistles. You can do everything you can, but if the neighbor doesn't, you still have a problem. In the O.P.'s case, he sprays his thistles, and the neighboring property (the state of Missouri) doesn't spray in time, and so he's got a problem next year.

That's a legitimate complaint, IMO.

Yes, I understoof perfectly what he was saying, thank you. I am not an idiot. However to tell people they are wasting money by spraying for invasive weeds is not responsible either. I offered a solution if he wanted to control the invasive weed that he identified as thistle, without springing for any money. That was flatly rejected. I guess we just do things a little different in my part of the state by addressing the problem even if it means adopting an adjacent roadside to mow/spray.
YMMV

A small portion of a roadway is no big deal. A different story when you have approximately of 6 miles or so of roadway to contend with. Farms with county right of ways and state hwy frontage as well. That 6 miles is just a good guesstimate but not far off. Spraying when the neighbor doesn't is pretty much just a waste of time and money.. We are talking real spraying not just with a little hand held sprayer. Going on state property and doing their job for them is not acceptable. I think they might have a complaint should we take a sprayer onto state property and spraying. imo Are you actually suggesting that we try to lop of the heads of millions of the plants on state property?
