Not without adding even more counties to the MSA or CMSA. The area's existing population has been somewhat slow-growing recently. It did get a small boost a few years ago with the addition of Bond, Calhoun, Macoupin Counties in Illinois and Washington County in Missouri. But Macoupin is said to be losing population. And St Louis County lost population in the last census, although we can't be sure if it has held steady since then or not.
Who knows-- maybe the faster-growing counties (Lincoln and St Charles in MO and Monroe in IL) will help push the MSA to that 3 million mark faster than expected.
