City and Town is different all with different restrictions. Most have their own Water and Sewer.

Not as many issues-- you'll probably have utility service to the lot and some provision for sewage-- but I can think of several town lots I've come across that still have septic tanks-- the city or town just hasn't gotten around to extending sewer service out there. No city water is also a distinct possibility. Lots of these towns have been starved for revenue for a long time and are cutting back on services.

Everything is hypothetical at this point. You'll need to make a trip to where you think you want to live and look at the situation yourself.

The DNR is pushing incorporated towns very hard to put in sewers. With rather limited populations to spread the costs across, the fees can be pretty high. Some towns have zoning, some do not. A call to city hall or a local realtor can get you some answers.

But, again, there are counties with extensive rural areas that are zoned, so you can go that way as well.
