It looks as if Columbia, MO MIGHT be....
Columbia, Mo. passes partner registry | News Story on 365gay.com

You don't get any state rights but if you're lucky enough to work for a company that recognizes domestic partnership registries and will give you benefits accordingly...Columbia, MO might be the place.

Under the MO constitution, it looks as if domestic partnerships and civil unions are legal. Same-sex "marriage" on the other hand is not...
Just a little note for the LGBT folks in MO...

I am former resident of Hannibal and Columbia MO. Hannibal is a small town and will have closed-minded people as you might expect. That said, there is a gay community, and even more so in nearby Quincy, IL. Columbia is home of the U of MO, so you can easily find an open-minded, liberal crowd. Overall, Missouri is no bastian of gay rights. I believe Iowa has approved same-sex marriage though.
