Mobile is growing Organically, granted not very fast, 1100 houses were built in Mobile and about 600-800 apartment units during the 2020 census time, not to mention the reduction in the housing inventory in the city (can't give an exact numbers) meaning more houses have been filled, rather than having a population 187k like the census estimates, my guess is that it's actually approaching 200k and best case scenario 205k

So I'm currently doing research on how accurate NeighborScout is because according to that Mobile is safest city of the 4 big cities in Alabama, but doing some research, I found the MPD Crime Report and it shows the total population under Mobile Police Jurisdiction, meaning the population that is under Mobile Sphere of influence and receive City services is 269406. So if Mobile were to expand where they currently provides services the population would be 270k

If that's true then Mobile's population under the jurisdiction has increased a little. It was 250k a couple of years ago.

It’s obvious that they just don’t want to add more white people to the city because they see that as a threat to their ability to get a black mayor elected. Fred Richardson and Sam Jones both ran for mayor under the “I’m black, so if you’re black then vote for me” banner. It’s a losing one, but they’ll do anything to keep the suburban white voters out of city elections.

100% that's how Richardson does it, even in the city council meetings he does stuff like that

Richardson yes, Karlos no. And tbh if that's the case then Sandy would not have won against Sam.The demographics havn't changed since then.Another thing you have to consider is that Karlos has a lot of support from Caucasian citizens,especially in midtown.Sandy didn't need annexation to win he won because people were fed up with Sam. The Toulminville community alone would have made Sam a winner.It's a reason why they didn't show up at the polls.

That probably was the case then but he is not against annexations now. Fred and Karlos are two different people hands down.
