I am asking for a friend who just moved out that way. She has no clue on what to look for. Normally I would know a local place and I feel bad not being able to help.

Peninsula Tire has been good to me. Free rotations and inspections when I bought new. Open Saturdays. Del Monte & Sloat in Oak Grove, next to the Burlwood place.

I also bought some used tires there when times were tight. Nice people.

Otherwise it's Costco for no-scams tire sales.

Order from Tire Rack and have them shipped to their local installers. You get the best price and best selection. I've does this for over a decade and never had a problem.

Alternatively, find the tires locally and then ask if they will meet Tire Rack's price to get your business. This is a simple business proposition giving them a chance to compete for your business against the leader in tire sales.
