I'm planning to visit Carmel, does anyone know of a restaurant that is pet friendly with perhaps an ocean view or near the ocean?

Perhaps, one of the restaurants in the link below may interest you. I don't recall any down by the ocean.

Years ago we enjoyed our meals at Clint Eastwood's, The Hog's Breath Inn & The Mission Ranch.

You get a nice view of the ocean at some of the eatery's on Cannery Row.
If you're going to Cannery Row, then try the clam chowder at The Fish Hopper. Yes, it's very good.

Cannery Row is actually in Monterey. Carmel really doesn’t have any oceanview restaurants, per se, since most of the eateries are located at least five to six blocks inland from the beach.

I searched yelp.com for dog-friendly restaurants, and here are the results. If you are looking for a cozy, romantic restaurant with excellent food and have the budget for it, I highly recommend Casanova.

Interestingly, I saw a TV commercial for Carmel-By-The-Sea this am.

If you look to see where I'm located....very interesting.

It's interesting the expectations people harbor of their destinations. Or the "want" list.

OP many CA coastal communities are basically beach towns, some of which grew into small cities, others of which remained beach towns. Carmel is more high-end than most, but it's also near Pebble Beach and Monterey, so there's a spill-over effect. The reason the restaurants are located in town rather than on or overlooking the beach, is that, like many CA beach towns, the beachfront got staked out by residential developments.
