AS far as i know all public English schools in Quebec require a certificate of eligibility including RWA.
RWA is a high school, if you want a good public elementary school give Childrens World Academy a look, its in Lasalle.
Welcome to Children's World Academy | An IB PYP School

Both my kids went there and they turned out pretty good.

I believe all English public schools in Quebec require a certificate of eligibility .Not sure if this applies to all private English schools ,but if a school gets government funding it certainly will require a certificate of eligibility..
Some reading on the issue.
The ABCs of registering for school - Montreal Families - January 2009 - Montreal

http://www.mels.gouv.qc.ca/en/parent...ked-questions/

You might also want to look into Bill 115.

Bill 115 permits the Quebec Ministry of Education to determine a student’s eligibility based on a grid, whereby an applicant accumulates or loses points based on several factors. A student must accumulate 15 points to receive a Certificate of Eligibility.

PS. None of this bureaucratic nonsense is required if you live outside Quebec.
Just saying
