Isn't he from the area? I have no problem with people believing the area they are from being one of the best places to live.

He is from nearby Marion County, but not from Morgantown per se. It would seem obvious he was in his usual stance of searching for any camera in the room rather than believing he would be quoted. Personally, I think it is hilarious.

The smartest people in WV surely don't live in D.C. and that is a fact. In fact, Manchin proves that almost every time he opens his mouth about an issue.

I don't think Joe was thinking urban vs. rural here. He was calling it like he saw it, but I don't think he realized others might listen.

Considering Manchin was in Morgantown at the time of the statement, I'm sure it was either an issue of him kissing up or just trying to be polite.
