They don't outright say that "Hey, this will definitely be here," but the article mentions that the MPA owns the lot next to Hastings Funeral Home on Spruce St. They mention adding retail if/when it's developed, so I hope they infill the lot across from the Hotel Morgan to do so.
So, was the mention of Pleasant St incorrect or misleading? Edit: the full length DP article cited Pleasant St as the location, which makes little sense, since there aren't really any open lots along Pleasant. Another note, the article cited the cost at $20-ish million.

I don't have access to the full article. Can you post the quote citing Pleasant St.? Technically, that lot does have frontage on Pleasant, but the bulk of the area is along Spruce. And the $20 million sounds about right. The city has been planning on doing this for a while now, which is part of the reason why they decided not to partner with the University for the garage at University Place. The MPA (which is actually not a department of the City) is doing a comprehensive parking plan now, especially as the new justice center brings more jobs to the south end of High St (this is why the parking garage will be down towards there). They do, however, still want to build another garage in Sunnyside at some point though (5-10 years down the road).

Haven't accessed the paper from this computer, but they state the proposed site is from Hastings to Pleasant, frontage along Spruce, and the projected cost is to be $24mil, to be raised through bond sales, federal grants, and municipal sources. I suppose they wouldn't build to the corner of Spruce and Pleasant given how narrow the lot is at that point. I'm just surprised by the location because it would seem that a lot of footage would be required to park 500 cars and maintain ground-level retail.

The problem with the link is that the URL ends in a comma (which is weird), so when you directly copy and paste it to the forum, this site sees the comma and doesn't think it's part of the URL, so it omits it. If you give the link a different title ([ URL=...]Title[/url]), then it worked that way.
And the MPA will have about $800,000 a year commitment coming off the books from a previous bond (I think the garage on Walnut) in a few years, so that will help with the new garage.

For this proposed facility, MountainLine was denied a funding request to the tune of $4mil (~25% of the total project cost). They claim the project will move forward, though they will clearly have to find funding from another source or sell more bonds, if that's allowable.
