1. Terrace Heights apartments are right at the bottom of law school hill and the closest you can get to the building. Also close are the University Park apartments which are the newest in town (but expensive).
2. Kroger's is the closest grocery store and it is about 1/2 mile away.
3. CVS and Walgreens have some grocery items and they are about 3/4 mile away.
For most of my life, I've lived in Morgantown without a car since we moved in from NY and didn't need a vehicle back in Brooklyn.
Anyway, you're probably not going to find biking too thrilling since there are hills everywhere, and unless you're a biker, it's gonna be pretty tough to keep up with the cars. I'd recommend if you want to rent and still have transportation, consider utilizing the local 'Mountainline' bus line and check and see the neighborhoods they visit.
Places to check are areas like South Park and Westover if you want to keep yourself local to downtown since the college is nearby. The buses should be able to get you around to places like Aldi, Walmart, and Giant Eagle if you're worried about food that's not fast food.

And Speaking of the Mountainline, their levy passed tonight, so they should be expanding service...I dont know what that expansion would entail exactly, but they need to run on Sundays (when will people realize not everybody is a christian and/or has the whole of every weekend off?) and also expand the hours, 5am to about 10pm would be a start (And Ive never needed to ride the bus, just like the idea of knowin its available just in case).......

If I remember correctly, Suncrest Town Center and Mylan Park are at the top of the list to start/expand service.
Uber is supposed to roll out July 1st. That will definitely help with transportation.
