OP- As already said, it is way easier to get the loan and pay all transfer taxes at the time of purchase than after the fact.

Most all cash offers have a contingency about getting a loan.

I've never seen one and I've handled plenty of cash offers. In fact, if an offer has a contingency for getting a loan, it's not really a cash offer.
