If a veteran is using 0 down to buy a home and the home doesn't appraise for the loan amount, can they come in with cash to cover the difference?

I'm guessing yes but you should be asking your lender that question.

Yes, although your lender will probably require you to sign a form acknowledging you are paying more for them home than it’s current value.
