Exactly! So many houses close in my market with no utilities, I don't see the big issue. You had inspections so you know how the mechanicals work. The walk thru should be about condition of the house and that they didn't knock holes in the walls or spill kool-aid on the carpet.
The Texas contracts state that the seller will have the utilities on for the inspections only. A final walk thru is not considered an inspection. This is also common because the seller anticipates a specific closing date, turns them off for that date, and then things get moved. No seller is going to call back and pay to have utilities switched back on. That's ridiculous. Many times, when there's an unknown delay, the utilities switch to the buyer because they expected to close and now they're paying bills on a house they don't own.
