If I wanted to replace my 650 Burgman Scooter for 10 grand or less I would look at a used new series Triumph Bonneville or a BMW twin. My inseam is not long enough for most sports bikes. Actually the Bonnies are a bit two tall. Every once in a while I consider a Honda Valkyrie (stripped Gold Wing) just for the absurdity of riding a 12 to 1500 cc motorcycle.
The reality is the Burgman is fast enough, handles well enough and is fun enough that I'll keep riding it.
If they had a moto that had low seaf height and u sat upright sure..
But have not seen yet
I looked at Bonneville and Guzzi v7 today..

New Aprilia Caponord 1200 has 33in seat height and upright seating position.
"The Caponord 1200’s two-part seat is well padded and ergonomically shaped both for rider and pillion. The seat is also comfortable during hard braking, with a nice extension up the rear part of the 24-liter fuel tank. The 33-inch (840mm) seat height is neither too tall nor too low, and the reach to the foot pegs is relaxed. The handlebars are within easy reach while maintaining a straight back, creating nothing sporty in the riding position." 2013 Aprilia Caponord 1200 | Review
I can't give you many advices regarding scooters , not motorcycles. I had one motorcycle , 25 years ago. It is not my thing. Vintage 2stroke Vespa is my thing although I have and enjoy the newest 946 too.
