I have this movie stuck in my head but I can't remember if it was good or not but I suppose it was at the time as it got stuck...

..anyway it's a thriller where a man is stalkin a lady and a helpful neighbor who happens to be in the security business sets up
a hidden cam and, as he puts it "...I got that sob on tape.." and the stalker is then taking off his disguise showing his face
(not knowing about the cam) and the stalker turns out to be the helpful neighbor

I can't remember if this is how the movie ended... Sounds like something from Brian De Palma and a
story about schizophrenia ??

It sounds a lot like 'SLIVER' with Sharon Stone.

Not Body Double nor Dressed to Kill. Not even sure it's Brian De Palma.
And it's not sliver, the movie I'm looking for is probably from 1978-1985.

I saw this movie ... I believe that it's a 1990's made-for-TV thriller. I doubt that De Palma directed it.

Do you know the title of it? It's probably a remake if it's from the 90s.

I know, I thought Brian DePalma, also!!
But since Dressed To Kill is my all time fave...I knew it wasn't it.
Sounds very scary. Hope we find out.....yes Sliver, so scary and good.

My best guess for a title would be something like:

"Watched by a Stranger"
"A Stranger is Watching"
"Someone is Watching"

It could be a late '80's movie, or a remake.

This one was from '89, but it's very good -- "Hider in the House"
Hider in the House (1989) - IMDb

Or "Fear in the Night" - 1972, Joan Collins?
Cinedelica: DVD Review: Fear In The Night (1972)

Could it have been one of the episodes of the TV show "The Night Stalker?"

Or "Night Terror/Night Drive" -- 1977, Valerie Harper

This one is 2002, Angie Harmon, but fits your description somewhat: Video Voyeur: The Susan Wilson Story (TV Movie 2002) - IMDb

Or "Through the Eyes of a Killer," 1992, Richard Dean Anderson Through the Eyes of a Killer (TV Movie 1992) - IMDb

Or "Eyes of a Stranger," 1981, Lauren Tewes, all coked up. Eyes of a Stranger (1981) - IMDb

I just can't find it, but now I'm going to watch a few of these!
