Without a doubt, this would be "Body Heat" with Kathleen Turner, William Hurt, Ted Danson and Mickey Rourke. Not only was it steamy, it had a great plot, great locales, great music, and great acting. Your steamiest R-rated movie, without making your response steamy?

Body Double for me. That was a pretty steamy movie.

"Unfaithful" was pretty good. What the draw to that offbeat, alternative guy may have been was beyond me. I guess she needed a vacation from suburban life.

The opening scene of La Piscine (the original) with Alain Delon and Romy Schneider. That, and the scene in the pool house with the branch. They were both at the pinnacle of their gorgeousness when this film was shot.

I agree with Body Heat as well. If Against All Odds had more steaminess, then all those other qualities would apply as well (great plot, great locale, etc.).
