Eddie Murphy, as a black actor, has a little more leeway with his humor than how ethnic stereotypes were depicted by white animators in the 1940s. Was this an innocent depiction of true behavior, or was it intended to ridicule people from a non-majority group? It's similar to the conversation going on around the depiction of Apu on the Simpsons.
I don't feel they were intending to ridicule, I think they were trying to be cute, but that is just how I saw it. Perhaps if the birds were doing something demeaning, that could be construed as ridicule for me more, but since the birds are depicted as wanting to help Dumbo, they don't really do anything that I would consider offensive, but maybe I'm just not looking hard enough...
