This is driving me crazy, so if anyone can help me out I would appreciate it. There was an indie movie that came out in the late 80's-early 90's and the plot was basically about two slacker guys that live in the Phoenix suburbs. Part of the movie involved them tubing down the Salt River. I thought part of the title had the word "Otis" in it, but I can't find anything on IMDB.

I lived in Arizona at the time and thought the movie was a pretty accurate depiction of what my friends and I did during the summer which was drink lots of beer and get high. This was not a great movie, but would not mind seeing it again to see what it was like to come of age in Arizona in the 80's.
