Is it John Wayne, the cocky & outgoing extrovert, with a Western ego to match? Or Clint Eastwood, the scowling, badass loner, who'd just as soon keep company with a rattlesnake.
John Wayne was great, no doubt, but he made quite a few duds filmwise. Clint never made a bad western. And if you made a list of the 10 best westerns ever made, Clint is in half of them.
I have seen quite a few westerns with John Wayne and honestly I never saw him as all that "tough". He had to much of a soft spot. Clint on the other hand was a no non-sense guy who didn't give a second thought to killing a bad guy. Plus John Wayne died in several of his movies. I don't think Clint died in any of his. I could be wrong, but I sure don't remember any right off.
The persona of each were equally effective, however I think Clint portayed darker characters like William Munny or Unforgiven or The Preacher from Pale Rider.
I liked Waybe in Rio Bravo, The Man Who Shot Liberty Valance, and Red River.
I probably liked Wayne best in The War Wagon, but my two favorite westerns are probably The Outlaw Josey Wales and High Plains Drifter, so I would have to go with Eastwood too.
