Which one? I am assuming you mean Punisher: War Zone which was the best of those films. I rank them as following:

1. Punisher: War Zone (2008)
2. The Punisher (1989)
3. The Punisher (2004)

I saw the 2004 film -- never heard of the others.

I just watched a trailer for the 1989 film...um...did you really suspect I may have been referring to that one?

I think my post was pretty clear that I assumed you were talking about WZ since it was the most recent. Having said that, you could just as easily been talking about the 1989 version. This is a movie forum so I would assume people have seen a wide variety of movies new and old.

Actually, I was just talking about the Dolph Lundgren Punisher with my co-worker the other day. It was good bad as opposed to the 2004 Punisher which was just bad bad.

Is the title of this thread The Punisher or The Punisher War Zone?

Using that logic you could just as easilly been talking about the 1989 version. So next time you can title the thread The Punisher (2004) so that everyone will understand you are talking about a 5 year old movie instead of a 20 year old movie.

Why would anybody want to praise anything that stars Dolph Lundgren, with the exception of Rocky IV?

I don't know if I would "praise" any of his movies. Even Rocky IV was an example of a good bad. There is a slight difference between something worthy of praise and something that is entertaining. Most of his films fall into the good bad category.
