Why is tv' stations like BET with tv shows such as "106 and Park" are calling rap videos from like 2003 "Old School"? (punk, 80s)

To me old school rap is from the mid 80's to early 90's not mid 1990's to 2003 or 05'?

Old school doesn´t necessarily mean old music.
If you are a new rapper who is rapping in 80s style you are considered old school.
That´s the way it is in punk anyway.

Punk and rap are examples of music styles that, although their origins go back much farther, came to prominence in the late '70s/early '80s. So, in those cases, "80s style" really is about as old school as you can get.
