Judas Priest by far is one that comes to mind. Caught in between Led Zeppelin, Black Sabbath, Deep Purple and the 80's hair band Metal. They were not giving the respect they deserved IMO.
I disagree. Judas Priest aren't called the "Metal Gods" for nothing. They get plenty of respect and are widely considered, as being one of Metal's most influential bands.
If we're talking under-rated NWOBHM bands? Then Saxon comes to mind. They never could get up with the likes of Maiden and Priest, but they've still produced some great albums.
Circus of Power, Junkyard, and L.A. Guns come to mind along with my favorite underrated hard rock/metal band LOVE/HATE. Luckily for me Jizzy Pearl from Love/Hate now sings for Tracii Guns version of L.A. Guns.
A lot of New Wave of British Heavy Metal bands are pretty underrated like Tygers of Pan Tang, Tank, Angel Witch, and Samson. Also Rainbow is pretty underrated
I can think of so many! I'm not sure if anyone will agree on some of them, but that's a chance you take when sharing favorites.

As far as underrated NWOBHM bands go, I was always a fan of Witchfinder General.
I also grew up listening to Venom. Venom was never underrated as musicians (they pretty much sucked lol), but they were a major influence for the likes of Metallica and Slayer, and were pretty much responsible for the entire Norwegian Black Metal scene.
