I'm not familiar with a Socastee River. The "river" flowing under the new Hwy 544 bridge and the old swing bridge is a man-made portion of the Intracoastal Waterway, AKA "The Ditch". Just west of Socastee, the ICW merges with the Waccamaw River. The Waccamaw River then also serves as the ICW from there to Winyah Bay in Georgetown.
Regardless, it's fishable, although I think most folks in that area prefer to fish the Waccamaw River because boat traffic is worse on the ICW. It's freshwater fishing. Catfish are probably the easiest to catch, although bream and largemouth bass are present. There are a number of bass clubs in the area, particularly around Conway.
Not fish but thriving with Muskrats, Otter and Alligators use it too.
