Not sure I understand your question, but Collier County water & sewer utility has a monthly fee,
for basically 'potential use of sewer and water', whether you are there or not, and even if you have your water turned off. Similar to Comcast charging a monthly fee,
for having your service turned off. Typical of most utilities.

Thanks, saw this on some foreclosures and I thought maybe they didn't pay bill, but then I saw some showing paid. When I went to collier site they have accounts and start talking about estoppel, which I haven't heard used in this regard. (think this was for utilities) Millage is confusing also. Thought I would ask since I have been completely surprised by all these hidden costs I have never heard of ..... lol
