To be comfortable enough to use? Yes.
We keep ours at 84 degrees in our condo building. It’s an outdoor, non-enclosed pool and used year round.

It does make a difference. Once in a while the pool heater on one of the two pools in Lakeside breaks and the water get nippy quickly.

Yes, you will need a heater if you plan to swim or get in the water. 70-76 degree water without heat is not uncommon even in December. We have had ours on a couple times in the recent cold snap. 83-85 degrees is fairly comfortable for us as a target.

You can look at solar to help with costs if that is a concern.

I would heat my pool in Jan-Mar, yes. If you have a heat pump pool heater the costs aren’t extravagant. Also, if you have a combination pool/spa you need heating capability year round.

If our pool isn't heated, I'll only use it until about two in the afternoon. After that it is too chilly.

If it is heated, I'll use it at night in addition to all day.
