How prevalent are the hills in the backdrop from the ground in the city?

The city is surrounded by them. It's called the Highland Rim. City is built on rolling hills around the Cumberland River.

Very beautiful. That photo is taken from the southwest, and those forested hills are residential areas. No pun, but it's called Forest Hills. The hills also mean that the city is not built on a boring grid. The streets radiate from the center, but not in a straight line. The main in/out arteries follow 250 year old footpaths. Great sight lines along the streets.
