It's tethered. My guess is the little guy is a rescue, and now gets to strut it's stuff for free food, and board. from what little I know about raptor/bird rescue is; The ones that cannot be returned to the wild for various reasons, are then trained to interact in shows or exhibits. Not all of course, but many that you do see in these exhibits can never be released back into the wild.
We do have a SeaWorld here and other rescue and sanctuary facilities. Not to mention a very fine zoo. Tethered is the word thank you. As a teen a friend of mine had a Falcon it was his HS mascot La Salle Falcons. I can't recall how exactly he handled it. I imagine a tether. Hopefully it was freed at some point if healthy. The owl was exhibited with other wildlife at a River Authority festival.
