Hmmm. It seems, the core issue here, is, did Phil INTENTIONALLY misrepresent. Burden of proof is still on the state. Groundhogs and Marmots unite! Free Phil now!

I think that we should 'hire' a cow to predict our summer weather. If the summer is too hot, too cold, to wet, too dry, or too cloudy; we could just have a good beef barbeque! It would beat cooking up the groundhog!
